Salpingitis

I have a 12 year old daughter that had a diagnostic lap last week for a 7 month history of low abd pain. She was found to have bilat salpingitis. She has not started her period and is sexually inactive. She had a dx lap in May of this year and was found to have cysts around both fallopian tubes. The same surgeon did both surgeries and said he didn't think one diagnosis was related to the other. My question is, what could have caused the salpingitis!? I am also wondering whether she should see and OB-GYN? The surgeon also said she had really "ropy" tubes but was pretty evasive about it all. Any advice or info would be really appreciated. Thanks
